Hynek Böhm - Euroregion Neisse-Nisa-Nysa, regional association, CZ-DE-PL
“Cross-border healthcare”, a case presented by the Euroregion Neisse-Nisa-Nysa (CZ-DE-PL) was selected among the successful cases of the initiative b-solutions. The Euroregion received consultancy by Hynek Böhm, expert in cross-border issues, who analysed the hurdles preventing Czech citizens to benefit of the medical services provided by the neighbouring German hospitals and proposed consequent sustainable solutions.
The field analysis highlighted a lack of coordination between the Czech and the German national legislations. According to the current Czech legislation, medical care services received abroad are reimbursed as those obtained within the national boundaries. However, prices in Germany are substantially higher and Czech citizens can hardly access the services unless prior authorisation from a Czech insurance fund is provided.
Consequently, in his report, Böhm proposes to introduce amendments to the Czech legislation ruling health insurances and to include provisions to regulate the reimbursement for medical services obtained abroad.
Furthermore, he also suggests to apply a more systemic approach to the healthcare system of the region and to create a functional region of cross-border healthcare or to institutionalise a system of multi-level governance of the medical sector through the establishment of an EGTC.
