We are happy to draw your special attention to the most recent proposal of the European Commission to Council to set recommendations on a coordinated approach to the restrictions of free movement in response to the COVID-19 pandemic.

Of particular importance to our border stakeholders and partners is the reference to cross-border cooperation, stating that: “Member States should pay particular attention to the specificities of cross-border regions and the need to cooperate at local and regional level”.

Any border restriction related to coronavirus in the EU imposed by a Member state should be justified on grounds of public policy, public security or public health while it must be proportionate and based on objective and non-discriminatory criteria.

For more information, please see attached the document. You might want to disseminate this information among cross-border stakeholders as well.
