EUROPEAN TERRITORIAL COOPERATION: A CAPITAL ISSUE FOR DEVELOPMENT IN BORDER AREAS – WHY NOT CREATE A EUROPEAN FORUM OF ENTITIES FOR ETC?

Effective monitoring of European territorial cooperation programs in the strategic and operational levels is a critical element in targeting objectives and achieving the desired results in terms of development. Entities created for the development of initiatives for European territorial cooperation, with a legal nature and a permanent activity should have greater participation in the definition of objectives and programs and their monitoring.

At European level, the European Commission could promote the creation of a European forum of entities set up for European territorial cooperation with a legal nature and a permanent activity, integrating local authorities and their networks. With them, COM could promote an annual evaluation of the European territorial cooperation in the various levels and spaces, as an equivalent to the figure of the annual meeting of the Commission with each of the Member States, with a possibility to operate as well in a thematic forums approach.

EIXO ATLANTICO promotes C4C-Cities for Cooperation, a European platform integrated by EIXO ATLANTICO, RIET – Iberian Network of Crossborder Entities, MEDCITIES – network of Cities of the Mediterranean, CAAC – Conference of Atlantic Arc Cities and FAIC – Forum of Adriatic and Ionian Cities.

C4C – Cities for Cooperation focus on ensuring a voice for cities working in cooperation across borders, especially at this moment where the future of CTE is under negotiation.

In this context, between January and November 2018 C4C produced several documents compiling the interest of cities regards the ETC in the next programming period. These documents highlight the importance of ETC for border regions and cities and launch interesting ideas to improve ETC results in the future.
