Project results and potential impact: 

SIMPATICO project offers online services as a new way of interfacing with the public administration. Public administrations and their services existed far before internet and computer science, so there are existing routines to provide these services in place for almost any public service. The transition from the offline service to an online service usually requires an IT department of a public administration to create a software that would automate certain parts of the service for the given administration.

SIMPATICO proposes usage of novel concepts such as machine learning, natural language processing and crowdsourcing to deliver and personalize these services. This would most probably result in more elastic and dynamic services that would help the end users of the system (companies and citizens) take better advantage of the public services.

The collected data would be stored per citizen in an entity called Citizen Data Vault. In my opinion it is crucial that the data stored in CDV to be semantically annotated and ontologically universal to allow inter-governmental cooperation when necessary in the future. CDV should not be another disconnected data silo where the information needs human element to be integrated with other services.

The human computation element is particularly interesting for a governmental project. The social reputation of citizens are not usually taken into account to influence public services. In SIMPATICO's case this changes through the usage of Citizenpedia.

Recommendations concerning on-going and future work: 

In my opinion the project is technologically sound and promising. The legal part is unclear to me on how to create the required services and how to use the citizen data currently available to the different governmental organizations in a unified manner. These should be clarified in order to achieve a full and interoperable deployment.
