Recommendations concerning on-going and future work: 

The idea of creating a culture of co-creation and co-production with different stakeholders is very good and the project is interesting.
In my opinion, one issue requires to be furtherly developed: how data are communicated and used by the different stakeholders. In fact, public subjects or service providers could access data more widely than other parties, because of their general interest mission. From this point of view, I think that also ethics policy could be a little different when the interlocutors are public or private stakeholders: perhaps, this point could be developed.
Moreover, especially in front of open statistical data which have technical content, some private parties will need clarifications and acquisition of knowledge. In the project, citizens are sometimes mentioned as possible stakeholders, without detailed explanation of their role in comparison with the one of the other subjects involved. Nonetheless, in the perspective of larger sharing of data, a possible danger is that the dissemination step is actually limited only to experts: maybe, it may be useful to indicate various levels of disseminating goals.
I would suggest also to think at the desired characteristics of the participative procedures to be activated, in order to get all the relevant opinions. This is probably a sensitive point of the project, because it must be harmonized with the rules about administrative procedures which are in force in the various legal systems; therefore, I guess that the mechanisms for implementation will be hardly uniform in the different experiences. Perhaps, in the next future, it would be useful to point out some common elements of the procedure(s), which are to be present in all the pilot experiences, in order to offer a (at least partially) common basis for the evaluation of the final results.
