This document includes the results of the four tasks of WP1. In particular, it includes (a) the state of play on open data infrastructures, (b) challenges and needs related to data-driven public sector innovation and public service co-creation, (c) a thorough literature review in linked open statistical data (LOSD), (d) challenges and needs regarding the exploitation of LOSD, and (e) challenges and needs regarding the exploitation of open statistical data.

Very detailed analysis of challenges and needs. Methodology is clearly explained and implemented. A broad range of publications were analyzed and analysis results clearly presented. Would recommend to do some more analysis in the official statistics filed which is facing many similar challenges and use cases.

This deliverable is very detailed and complete, and at the same time it is not confusing or misleading: it is properly structured to lead the reader through all the aspects, and it is easy to read. The only suggestion is to use more text options (bold or italic, bullet points and so on) to mark key passages and to make the text even more fluid.
In general, the deliverable shows a perfect command and a deep knowledge of the topics taken into consideration, and I think that sections 4 and 7 deserve a special mention: in section 4 we find a very clear and well-structured report on surveys results, and in section 7 a detailed description of pilots’ needs. The only aspect not properly stressed is the general situation in Europe (not only in the 7 mentioned cases), where many more political and infrastructural barriers to PA innovation are available than the ones mentioned by the author.

The report has 345 references which is a proof of excellent state-of-the-art based report and that the huge efforts are made by report contributors.
Section 3 of this report give overview of methodology used to achieve objectives of work package tasks. In my opinion the overview of tasks and their connections to the sections of the deliverable should be replaced in some periodic or final report where analysis of achieved objectives, tasks, milestones and KPIs should be listed. This section give also methodology how the rest sections of deliverable are obtained, which give clear vision of whole document.
