The « Cross Border Review » led by the European Commission from 2015 to 2017 has highlighted a number of legal and administrative obstacles that prevent cross-border cooperation. In this respect, Luxembourg launched an initiative, the “European Cross-Border Convention” (ECBC). It would make cross-border cooperation easier, in the case of a territorially circumscribed cross-border infrastructure or service (e.g. a hospital or tramline), by making it possible to apply the standards of one country in the neighbouring country.

The article from the MOT illustrates the current work of DG REGIO on a possible draft regulation. This still needs to be discussed and validated within the Commission.
