This study of the European Parliament analyses the effects of EGTCs since their implementation and since the 2013 reform of the regulation. The study explains what are the achievements of the EGTCs, their functioning, but also their limits and gives recommandations to improve the instrument. The objective is to evaluate the role of these organisations in the European territorial Cooperation (ETC) and, in a larger way, in the EU cohesion policy.
