This toolkit is the fifht realised by the Council of Europe, and it is dedicated to cross-border cooperation. The toolkit has been developed to provide countries with tools that can guide them throughout the various stages of the realistion of cross-border projects. It concerns, for example, feasibility studies, finance, and how to face and overcome different obstacles.
