This agreement was signed on the 16th september 2002 by the French Republic, the Government of the Kingdom of Belgium, the French community of Belgium, the Walloon Region, the Flemish community in Belgium and the Flemish region (through a single governement, the Flemish government).
This agreement was necessary because of the differences between french and belgium administration systems and especially the difference in the competences of territorial authorities, much more developed in Belgium through the federal governement.
The objective of the agreement is to create a legal framework for cross-border cooperation with Belgium;
