Challenges and obstacles in the production of cross-border territorial strategies: the example of the Greater Region

This article aims at defining what is a cross-border strategy and the meaning of cross-border integration through the development by the authors of a theoretical framework and a critical approach of the notions. It also analyses the cross-border territorial strategy elaborated in the Greater Region and the obstacles faced. The result of the study, based partly on interviews of stakeholders and personal expertise of the authors, is that the winning criterium is often "the smallest common denominator".
