Explain the contradiction between politics' AI praise - and reality

Statements like "AI is transforming societies and economies" (OECD) could only be legitimate for Strong AI - systems or species on eye level with Homo sapiens.

Such kind of systems are nowhere near to be seen, nor systems with lesser abilities on the path to strong AI.
Looking at history of science, the AI field is notorious for failing in its own predictions, starting 1956 at the Dartmouth Conference, and several times thereafter.

Still, AI is currently praised to be a crucial technology for the future society - this time not only by science and fiction authors but by leading politicians like Germany's economy minister Altmaier or French president Macron.

How can we understand this contradiction?
What political, sociological or economical mechanism could explain it?
