For my sins i have conducted a number of evaluations including a mid-term evaluation of Objectives 1 & 2 in my region.

Your ideas

From my point of view, the EU contribution is great in terms of the thematic and collaborative enabling capacity it offers across various policy dimensions. Yet it is complex, riddled with jargon and definitions and gives rise to large organisational capacities to design and implement  actual projects on the ground.

 

How about simplifying policy guidilines to  three pages of A4? Ofetn documents are lenghty, difficult to access and require small bataillions of technical administrators to decipher them and implement responses. A study on %costs of the overal project/local/regional/national and supranational (EC) administration as well as cross functional & consultants across all levels is necessary to actual reveal funding effectiveness and penetration. We need to de-clutter and focus at what the EU does best which is the delivery of inspirational, innovative and capacity enabling (1+1 = 28) policy making.
