This deliverable specifies the design and requirements of the Citizenpedia component: the human computation framework designed to complement the automatic simplification and adaptation components of SIMPATICO.
The deliverable presents the technologies available for the Citizenpedia Framework and those selected, the requirements specifications and the Citizenpedia architecture. All the sections are interesting and well-written. In particular I appreciated how the project integrated the gamification engine in the architecture. The overall quality of the document is good.
I found the approach to reorient the relation between citizens and public administration a very good approach. I like the title as well, which puts the citizens and the collaborative and shared knowledge into focus.
What is missing, are gender and diversity aspects: as we all know, the access and the IT-use is varying strongly between girls and boys, women and men as well as between different educational and professional level - not to say class: the acces to computers and internet is depenting on income, educational level as well as gender.
It is also known, that is is mostly men, who are contributing to wikipedia - so citizenpedia has to face this challenge.
I strongly recomend, ti integrate gender and diversity aspects into this deliverable with a strong focus on citizens in all their diversity, but also looking at the different digital literacy and work flows within administration.
Secndly, I did not find any reference to the needs of disabled people.
As due to the UNcharte of the rights for disabled andn the related EU-strategy, one can expect that accesssibilyt for all as well as bareer-free and easy language will be taken into account. But accodring to my experience as well as to studies, accessibility in terms of technical accessibility (e.g. screen reader, etc.) but much more into user friendly and understandable "accessible" design, wording and information only has a chance to get implmented, if it is expliccitely part of ALL parts of a project:
Involment of CSIs, institutions and experts dealing with gender, diversity and disability is a crucial element for the success of projects like this.
(NB: I did not have time to read the othehr documents, but my recommendation is especially important to dissemination plans, webpage, all documents as well as for the public consultancy itself).
I miss the link to the citzen and stakeholder involvment plan - which adresses as diversity of users (without gender and only partly disabled people in focus).
To give an exemple: Visually impaired preson would have a problem to register for a comment, as the CAPTCHA has no audio access
The concepts at the basis of the "Citizenpedia" component are very interesting for establishing the new kinds of relations between Public Administrations and citizens. However, this relation could go further questions and answers from citizens to PA or the evaluation of public procedures. In fact, a more sustainable model of this relation is needed, where a continuous and persistent participation of citizens is required.
The strength of the deliverable is the consideration of both a technical and a user perspective in designing the Citizenpedia component. Considering the first element, the document presents a well structured analysis of the possible technologies at the basis of Citizenpedia, with a clear description of the future components of the platform. On the other hand the methodology at the basis of the analysis of the user perspective could have been differently structured. For example, the survey is a tool that does not allow to meet the real user needs. The execution of co-design sessions, based on qualitative methods and tools, would have allowed to better consider them. Moreover, the evaluation of mock-up of an already designed platform could limit the identification of these needs and desires.
Finally, the identification of the requirements is well structured and clear.
