This document summarizes the results of OpenGovIntelligence Framework and proposes the first version of a framework for transforming the traditional public service production process to a lean and agile process of datadriven service co-creation.
This document gives nice overview of proposed framework identifying key elements. OGI architecture is shown on Figure 4, which give full overview of necessary architectural layers. Architecture could be improved by interlinking concepts from different or the same layers, but I believe that the Partners planed that for some future framework release, since in this document is presented the first release. I am aware of that subsection Layers interaction exist, but that is not visualized on Figure 4. For future release more details are needed.
In section Audience public and private organizations outside the project consortium and members of the general public are recognized as possible audience for this deliverable, which is nice because wider usage of this deliverable. Having this on the mind, contributors of this deliverable should be more careful when write something based on technical details without previous explanations. For example, on the page 23 term “SPARQL endpoints” are used, but newer before is explained what is SPARQL, or what are SPARQL queries. This issue can be resolved by List of Abbreviations extending or forming new Section at the end of the document which hold short definitions on unknown keywords or terms used in document body.
