The beneficiaries are often not sufficiently assisted.A support plan should be developed and launched within 6 months of approval of the program, to offer to information, practical tools, training, technical support, good practices, ... to facilitate integration of complexity.
Evaluations of variations of these sort of programs using a randomized controlled trial (ie. lottery of the test participants to different interventions) should be done to make sure we design it well. I'm working a website where people could submit these sort of ideas and guess the results of ideas other has submitted as well as ongoing trials. What sort of different versions of assistance plans could be evaluated by randomly assigning beneficiaries first to different schemes?
