In this extraordinary period, restrictions are being imposed on many EU internal borders for health security reasons. It is however important to ensure that frontier workers would not be faced with unfair conditions, when compared to those imposed to workers not crossing the border.

Commission’s Communication C(2020) 1753, on “Guidelines for border management measures (…)”, clearly points in that direction:

“23. Member States should permit and facilitate the crossing of frontier workers, in particular but not only those working in the health care and food sector, and other essential services (e.g. child care, elderly care, critical staff for utilities) to ensure continued professional activity.”
