Initiatives related with the use of the Big Data and personal mobility data to develop mobility plans in European Cities

As we know, the personal data protection is a very sensible issue for the European Commission, but in the special alarm state produced by the coronavirus pandemic, it could be interesting to analyze the possibility to start to work with mobility data of the citizens in the European Union, in order to develop more effective an efficient mobility plans focused in the fighting to avoid the coronavirus contagious, minimizing the impact produced by the mobility of the European Citizens in their Cities.
I would like to know, if The European Commission through different initiatives is working yet, in similar developments to countries as China, Korea or Japan with the use of the Big Data and the mobility data generated by their citizens to provide information in real time about the advance of the disease and contagious, or information apps with useful information of mobility recommendations of public authorities.
Also, I would to start a new discussion about how we could be feasible. start to work in the register and collecting of Data-Set about information such as focus of contagious making this information available for public administrations and organizations related with health sector, join to mobility flows data of telecommunication operators, protecting the private-identity of their clients, in order to elaborate, efficient local mobility plans in their Cities.
