Luxembourg has the most ambitious target on tertiary education across the EU, envisioning 66 % of the population aged 30 to 34 to have attained tertiary education by 2020. Despite a notable increase of 12.5 percentage points between 2008 and 2015, Luxembourg still has the largest gap to its national target in the EU. In contrast, the country has continuously exceeded its target on early leavers from education and training since 2009 and in 2015 was closer to reaching its employment target than the EU as a whole. In 2014, Luxembourg was below the EU as a whole in terms of R&D expenditure and the gap to the national target has widened since 2009. The number of people people at risk of poverty or social exclusion increased by one-third between 2008 and 2014, pushing Luxembourg further from its national poverty alleviation target. In the area of climate change and energy, Luxembourg has remained within its target on primary energy consumption since 2011 but did not reach its national target and lagged behind the EU as a whole in the extension of renewable energy. In 2012, it also faced the largest gap to its non-ETS GHG emissions target across the EU.

Context
Europe 2020 is the EU’s growth and jobs strategy for the current decade, striving to pave the way to a smart, sustainable and inclusive future. The strategy envisages measures to overcome the economic crisis and move beyond it by addressing the structural weaknesses in the European economic model. The final objective is to deliver high levels of employment, productivity and social cohesion in the Member States, while reducing the impact on the natural environment.
