All pupils at primary level (ISCED 0 and 1 - ages 4.5 -12.5 typically) are taught the first official language, Irish. The great majority of students at ISCED 2 and 3 also study Irish. Irish is a second language to the vast majority of pupils but is not considered a foreign language. At lower and upper secondary (ISCED 2 and 3), a modern language is not a compulsory element of either the required curriculum or of the State examinations. It is however, a matriculation requirement of some third level institutions and, de facto, students choose to study modern languages to satisfy such requirements.

There is an increase in ISCED 5 from 2015/16 to 2016/17 due to an increase in Part Time students under this category. This increase is mainly due to an increased number of courses being offered at several institutes.

Previously, most of the data in this category was reported at age as at 1st April. However, this caused some issues when data is compared to the population by a single year of age. Data for 2017 onwards is reported using the reference date for age as at 1st January, in order to match with population age estimates, which are reported at age as at 1st January. As a result, some children may appear to be too young to enrol but they may enrol into ECCE scheme in April 2017 and being 3y.o. at that time, but in January 2017 they were much younger. So when age data is shifted, kids might look too young for ECCE scheme.

Reported in the UOE returns from UOE 2011 onwards only. The Early Childhood Care and Education (ECCE) Scheme, introduced in 2010 provides a free year of early childhood care and education for children of pre-school age. In general, children are eligible for the ECCE scheme if they are aged over 3 years 2 months and less than 5 years 6 months on 1 September of the year that they will be starting. The upper age limit can be extended in some cases.
Prior to the introduction of the ECCE data was unavailable on the number of children enrolled in ISCED 0 education and the data was for the most part missing. The introduction of the ECCE scheme brought the introduction of data capture.

There is an increase in ISCED 5 from 2015/16 to 2016/17 due to an increase in Part Time students under this category. This increase is mainly due to an increased number of courses being offered at several institutes.

Previously, most of the data in this category was reported at age as at 1st April. However, this caused some issues when data is compared to the population by a single year of age. Data for 2017 onwards is reported using the reference date for age as at 1st January, in order to match with population age estimates, which are reported at age as at 1st January. As a result, some children may appear to be too young to enrol but they may enrol into ECCE scheme in April 2017 and being 3y.o. at that time, but in January 2017 they were much younger. So when age data is shifted, kids might look too young for ECCE scheme.

2011 onwards
Reported in the UOE returns from UOE 2011 onwards only. The Early Childhood Care and Education (ECCE) Scheme, introduced in 2010 provides a free year of early childhood care and education for children of pre-school age. In general, children are eligible for the ECCE scheme if they are aged over 3 years 2 months and less than 5 years 6 months on 1 September of the year that they will be starting. The upper age limit can be extended in some cases.
Prior to the introduction of the ECCE data was unavailable on the number of children enrolled in ISCED 0 education and the data was for the most part missing. The introduction of the ECCE scheme brought the introduction of data capture.

Because of the availability of better data, we included data on graduates from training programmes at ISCED level 3C (programmes that are of shorter duration than typical 3A programmes) and level 4. Last year only about one third of these graduates were included and many were included in level 4 when they should have been level 3.

For the first time in 2010, an item of expenditure on payments made to unemployed people who return to education is included, this scheme is known in Ireland as the "Back to Education Initiative". The total expenditure across all levels is in the region of €180m
