Ensuring food supply and food security is an objective set out in Article 39 of the Treaty on the Functioning of the EU. However, risks related to climate or health continue to underline that achieving this Treaty objective cannot be taken for granted.
A European Commission Communication was released in November to address the safeguarding of EU food systems from risk. The Communication confirms that there is no ready-made solution to address a future, unpredictable crisis and it states that the best solution is to enhance the knowledge of, and mitigate to the extent possible, the vulnerabilities and risks.
