The workshop encouraged exchange between stakeholders - such as Managing Authorities, Paying Authorities, National Rural Networks and EU organisations - so as to gain a common understanding of successful programming and design of environment and climate measures; and to ensure access to information on available guidelines and tools to accompany the process.
The European Commission provided general programming guidance. Three presentations were delivered highlighting: the environmental-climate dimension of rural development programming; climate considerations; and the agri-environment climate measure. Three discussion sessions re-called the conclusions of the work of the ENRD Focus Group on environmental services on the basis of the different stages of the programming cycle: programming, programme design and implementation.
Specifically, the Sessions focused on:
- Effective assessments of needs and definition of priorities
- Selection of measures, design and implementation
- Effective delivery of environmental services
Some of the key aspects highlighted were:
- The importance of involving stakeholders involved in the earlier stages of programme design and implementation.
- The necessity of accurate needs assessment, based on clear, quantitative and qualitative data. The SWOT analysis is crucial in setting the grounds of how to use simple cost-efficient and controllable measures that could be attractive to farmers, both in terms of financing and implementation.
- The importance of receiving timely, clear and coherent guidelines from the European Commission.
- Introducing changes only if really deemed necessary. Changes should always be justified on the basis of a clear understanding of what works well and what does not.
- The importance of providing trainings for advisors, using a participatory approach, and ensuring sufficient flexibility and time to allow farmers to understand and to be interested in planned results.
