Established by the Commission implementing decision 2015/296 on cooperation (article 12) under the eIDAS Regulation, the Cooperation Network is a formal cooperation among Member States to “facilitate the technical interoperability of the notified electronic identification schemes with a view to fostering a high level of trust and security appropriate to the degree of risk”. As part of this cooperation the “exchange of information and the sharing of best practices between Member States with a view to their mutual recognition should help such cooperation”.
The cooperation consists of:
the exchange of information, experience and good practice as regards electronic identification schemes and in particular technical requirements related to interoperability and assurance levels;
the exchange of information, experience and good practice as regards working with assurance levels of electronic identification schemes;
peer review of electronic identification schemes falling under the Regulation; and examination of relevant developments in the electronic identification sector.
The cooperation network is limited to representatives appointed by Member States when attending formal meetings, but it is able to expand its constituency as broadly as it needs in order to undertake the tasks envisaged as part of the Member States cooperation.
