Introducing our latest innovation: The eSignature Validator

On behalf of the European Commission, we are excited to introduce our eSignature Validator! This simple yet powerful tool is now integrated into the eIDAS Dashboard for hassle-free electronic signature validation. In compliance with Regulation (EU) 2024/1183 (European Digital Identity Framework) and utilizing the latest ETSI standards, this tool guarantees a robust validation process. It proves especially advantageous for businesses interacting with the European Commission, as it aligns with the EC validation policy. You can download and consult the signature applicability rules via the tool.

How it works:

The eSignature Validator streamlines technical validation by enabling users to test the validity of their signatures against the European Commission's validation policy. The result's color indicates the qualification level of the signature. This ensures a straightforward interpretation of the signature's value, facilitating a simple validation process accessible to any citizen, without compromising precision in regulatory validation.

  • Green : The Signature (or seal) is Qualified under the Regulation (EU) No 910/2014 (eIDAS).
  • Orange : The Signature (or seal) is not Qualified under the Regulation (EU) No 910/2014 (eIDAS), its acceptability depends on the recipient's policy and its legal value is left to the judge's appreciation.
  • Red : The Signature (or seal) is invalid

Two-step validation approach:

The eSignature Validator focuses on technical validation. Once this step is completed, businesses are encouraged to conduct business validation to confirm the signer's authorization, ensuring maximum security in electronic transactions.

Focus on data privacy:

For those curious about the technical intricacies, our validator is retaining only essential information like validation date, file format, and size, without collecting personally identifiable data.

eInvoicing code lists and validation artefacts updated

The European Commission announces the first update in 2024 of the eInvoicing code lists and the release of the EN 16931 validation artefacts v1.3.12.

The eInvoicing code lists are the lists of codes that are used in electronic invoicing to define specific business terms. The two code lists are the Electronic Address Scheme (EAS) code list and the VAT exemption reason code list (VATEX). The release of the code lists update further enhances electronic invoicing and encourages a harmonised approach among stakeholders. The update is part of the services provided by the DIGITAL eInvoicing Building Block. This update contains two additional VATEX codes for France, and they are available for download on the DIGITAL website. You can submit Requests for Change to the code lists directly through the Service Desk. Stay informed about each registry update by enabling notifications following the instructions at the bottom of the dedicated eInvoicing User Community page. The next update of code lists and validation artefacts is foreseen for Autumn 2024 as per its regular scheduled release.

First eInvoicing webinar of 2024: Join the conversation to shape the future of eInvoicing

The European Commission is happy to announce that the first eInvoicing webinar of 2024 took place on 17 April, and it was a resounding success. The webinar brought together almost 300 professionals from the EU eInvoicing community. It opened the dialogue with all stakeholders to discuss the future of electronic invoicing and offered valuable insights into the uptake of electronic invoicing.

The webinar covered a wide range of topics, from the main findings of the eInvoicing Directive Report published in February 2024, all the way to the future and evolution of eInvoicing policy. In addition, the agenda also included a representative from a Member State on the importance of eInvoicing and its implementation, as well as a presentation from a company addressing its successful eInvoicing implementation.

We collected feedback from you via different sources (i.e., beforehand via the webinar registration form, during the webinar orally, in writing, and via Slido). Approximately 150 users sent comments or questions on the registration form and during the webinar. About 70 users responded to the Slido questions, such feedback illustrates among others, the need for further developments to the eInvoicing Directive and that the broad use of the European eInvoicing standard is important as it ensures a harmonised approach to eInvoicing, etc.

Your voice matters in this ongoing dialogue! You will be able to access the feedback received from all channels via the Collaboration Space of the DIGITAL eInvoicing User Community.

Recap of eDelivery Interoperability Forum meeting on 18 April

The eDelivery Interoperability Forum gathered AS4 solution providers and people interested in eDelivery specifications on 18 April 2024. We discussed eDelivery updates and initiatives shaping the digital landscape for solution providers.

Maya Madrid, EC policy officer in DG CNECT, began by talking about the upcoming eIDAS regulation, which will change how electronic delivery services, like eDelivery, work in Europe. Also, Member States are gearing up to offer the European Digital Identity Wallet to the citizens, and eIDAS mandates it should happen within two years after adopting the first set of eIDAS implementing acts.

Bogdan Dumitriu, EC policy officer in DIGIT, talked about what is happening in eDelivery. He mentioned upcoming events and asked vendors to stay involved. The officer summarised the plan for the eDelivery profile 2.0 specifications, with their potential adoption slated by the end of 2024. Particularly, he underscored the upcoming Interoperability Event in June, in which along with the solution providers the community will test the latest drafts of the eDelivery profile 2.0 AS4 specifications.

Cosmin Baciu shared insights into the user needs for AS4 software according to the requests received from Access Point users. The presented needs ranged from REST API integration to secure storage solutions. The eDelivery team is publicly sharing these needs here.

Bogdan Dumitriu also talked about revamped presentation of eDelivery AS4 conformant solutions. Stay tuned for the go-live planned for 20 May 2024!

João Rodrigues Frade and Flora Kardos talked about the OOTS, an eDelivery-based digital ecosystem that went live in December 2023. The OOTS will make it easier to share documents between countries, and therefore facilitate the lives and activities of the EU businesses and citizens when dealing with other EU MS institutions and organisations. There is no doubt on OOTS's transformative role in cross-border data exchange, and its role is further foreseen in the Single Digital Gateway expansion in the future. Looking ahead, Bogdan Dumitriu provided insights into the Interoperability Event, stressing the importance of early preparation and active participation. Notably, the event promises live testing aimed at validating the usability of new eDelivery specifications. The officer invited solution providers to get their PoC implementations ready for the testing. Guidance documentation for the event is now available on the event page and early registrations are encouraged. The registration deadline is 30 May 2024.

The eDelivery team would like to make future Interoperability Forum meetings more interactive and useful for everyone. End of public consultation on eDelivery profile 2.0 specifications

The public consultation period for the eDelivery profile 2.0 specifications concluded on Monday, 8 April 2024. We appreciate everyone's input and thank you for your reviews.

The 2.0 specifications for the eDelivery profile will not be adopted immediately. After an initial theoretical review of these specifications, which you helped enhance through two rounds of public consultation, practical testing is the next step. This testing will occur at our Interoperability Event (11 & 25 June), where we will examine the eDelivery specifications from a practical standpoint.

To test the specifications, we would like to engage with solution providers who are preparing proof-of-concept implementations of our AS4 2.0 specifications. The public consultation on the 2024 drafts of the eDelivery profile 2.0 specifications was open from 8 March to 8 April. It followed the 2023 public consultation on the initial drafts of our 2.0 specifications. Based on the feedback received, adjustments were made to the AS4 and SMP profiles and we released 2024 drafts for both. Additionally, following the first public consultation, we published draft 2.0 versions of two further profiles: BDXL and ebCore Party Id.

eDelivery is a Building Block that provides technical specifications and standards, installable software and ancillary services to allow projects to create a network of nodes for secure digital data exchange. 

The eDelivery specifications include the eDelivery AS4 profile, an open technical specification ensuring secure, payload-agnostic and reliable data exchange; the eDelivery SMP profile, designed for publishing service metadata within a 4-corner network; the eDelivery BDXL profile, which enables locating Access Points within the network; and the eDelivery ebCore Party ID profile, a technical specification for the recommended notation for party addressing.


Domibus 5.1.3 released

Domibus 5.1.3 released

Domibus 5.1.3 is now available. This release marks another step forward in our commitment to providing a robust and secure eDelivery Access Point sample implementation.

In version 5.1.3, we have introduced a security fix for multitenancy setups, meaning setups supporting multiple domains, and OWASP fixes, reinforcing Domibus' defenses against a range of cyber threats.

Domibus 5.1.3 is backward compatible with 5.1.2 and earlier versions in the 5.1.x line. The upgrade is not mandatory but highly recommended.

Reminder

Support for both Domibus product lines, 5.0.x and 5.1.x, has been extended until Q2 2025. We advise upgrading to Domibus 5.2 (to be released in Q4 2024) before that.

For a smooth upgrade to Domibus 5.1.3, please follow the migration documentation (especially in case of a multitenancy setup), available along other release resources on Domibus v5.1.3.
