Mobile Solutions

ON THE GO
Smart devices owe their tremendous popularity to mobile apps which have shaped behaviour patterns in terms of consuming content and running transactions. Apps can produce important return on investments by making staff more effective, help reaching more people and making information available easily.

At the Commission, one of the most popular apps is ON THE GO which is an entry point to corporate data, tasks and information from systems like SYSPER, ARES, MIPS and VISTA. ON THE GO is a web app, easy to install by simply adding a link to the home page of the mobile device, personal or corporate. Next to ON THE GO, SHAREPLUS gives users the ability to access MyIntracomm.

Mobile Device Management

The MDM (Mobile Device Management) is the EC service that facilitates the centralised and consistent management of the mobile devices both corporately and privately owned. By enrolling to MDM, the device is configured in line with the EC security policy. Access to corporate resources is possible through the apps available in the corporate store.

 

ECAS app
The ECAS app provides a friendly yet secure user experience when using a mobile device for accessing web applications that require authentication. Additionally, it provides new secure ways of authenticating when accessing web applications requiring multifactor authentication on any device.
During the conference participants will be able to experience different ways to authenticate via ECAS app and will be invited to leave a message in the ICT conference guestbook.

 


Collaborative tools

MyIC Collaborative Sites (SharePoint)

My IntraComm Collaboration Portal is a collaborative web application which allows information sharing. The application is used mainly for document collaboration by the creation of a central location where team members can share documents, information, calendars, tasks lists, etc. For the time being, access to MyIC collaborative sites is reserved to staff of the Commission, Executive Agencies, EEAS and the Court of Auditors

 

 

 

 

Wikis

Using the Commission's wiki service is a quick and efficient way to share information and collaborate with your external stakeholders. 

 

CIRCABC

CIRCABC (Communication and Information Resource Centre for Administrations, Businesses and Citizens) is a web-based service provided by the European Commission which is used to create collaborative workspaces. It enables widespread communities of users to maintain a private space on the internet where they can work together by sharing information and resources.
CIRCABC offers the distribution and management of documents and files in any format and in many languages, and also a version control and a high level of security. Both documents and users can be managed easily through interactive forms, with an advanced access control. You can search in multilingual documents, start discussion forums, and access event and information services. The application is accessible to users with disabilities.

CIRCABC is accessible at https://circabc.europa.eu and is secured by ECAS.
Public administrations and businesses can use CIRCABC also as Open Source Software. The OSS version is available, free of charge, through the EUPL (European Union Public Licence). Yammer 

Yammer is an enterprise social network. It allows any Commission Staff to connect across and within all EC departments through an internal social platform, which gathers about 13.500 users.
Under our contract with Yammer, which runs until May 2015, any staff member can also request an external platform for collaboration with external stakeholders. 80 platforms have been created so far.

Video & Web Conferencing

DIGIT offers several services that allow video and web conferencing from different devices. Depending on the needs, different conference types are available.

The objective in the future is to have unified communications (UC) which is the integration of real-time communication services such as instant messaging (chat), presence information, telephony (IP telephony), video conferencing, desktop sharing, data sharing with non-real-time communication services such as unified messaging (integrated voicemail, e-mail, etc.).

 

 

 

IT Security

In today’s world of speed, high mobility and the increased need of on-line collaboration with external parties and colleagues around the world, we - as an organization – are exposed to more and more IT security risks.

There reality outside is very rough: various adversaries are competing with each other in the race to create the best, the most complex and the most covert ways to get hold of our sensitive data, and then to misuse or resell this information. These groups are intelligent, structured and sometimes even state-sponsored. Their attacks are well prepared and thought through in every detail before they are launched.

Some data should not find its way to the street…

Social media, mobile devices, internet, email,.. If appropriate security measures are not put in place, these useful tools can become vectors of incursion for the attackers. In order to prevent that, we put our guards on watch to discover and deny access immediately, before it's too late.

DIGIT launched the project Network Edge Monitoring (Nemo) adopting the most advanced detection and protection technology currently available. An internal team of highly specialized professionals fulfills the need to get where we need to be: A secure and protected environment without the need to stop us from using modern communication.

Project Management Methodology (PM²)

PM² is the official Project Management Methodology of the European Commission. Its purpose is to enable project teams to manage their projects effectively and deliver solutions and benefits to the European Commission and its stakeholders.

PM² is a light and easy to implement methodology suitable for any type of EC project. It incorporates elements from globally accepted best practices, standards, and methodologies, but yet, it remains a custom made methodology developed to fit the specific needs, culture and constraints of the EC's environment. PM² is fully supported through a comprehensive Training & Certification Programme, CoP workshops, coaching sessions, online documentation and an active Community of Practice. PM² has also been recently extended (through Agile @ EC) to facilitate the management of project work in a more Agile way.

IT Training

DIGIT Training Services (DTS) offers IT training designed to match the requirements of EC staff and enables the access to IT information and resources through the IT library.

The activities of the DTS include the management of end-user and IT professional training; the management of the training catalogue in line with product management policy; the implementation of e-learning at the Commission; the IT Library; the coordination of IT training with REFOis and other stakeholders via meetings of the IT Training Working Group (GTFOR). These activities are aligned with the Commission's Strategic Learning and Development Framework.

DTS also provides training to staff of other European Institutions, on the basis of bilateral agreements with DIGIT.

Interoperable Digital Services for Public Administrations

Administrative procedures have the reputation of being lengthy, time-consuming and costly. Electronic collaboration between Public administrations can make these procedures quicker, simpler and cheaper for all parties concerned, in particular when transactions need to be done cross-border and/or cross-sector. 
 
The ISA programme of the European Commission facilitates such transactions through more than 40 actions with a budget of some EUR 160 million. The programme enables the cross-border and cross-sector delivery of electronic public services and ensures the availability, interoperability, re-use and sharing of common solutions. More than 15 solutions have already been developed and are ready for use, more are under way.

Open Source Strategy @ EC

Open-Source Software (OSS) is computer software that is available in source code form and is provided under a software license that permits users to study, change, and improve the software. OSS is very often developed by communities in a public, collaborative manner where programmers create a program and make it available for others to use, as well as modify the source code and redistribute the modifications to the software user/developer community. 

In December 2000, the European Commission (EC) defined a strategy concerning the internal use of OSS for the first time. It created at the time, for instance, the context for the recognition and use of the Apache Web Server as a recommended solution on UNIX systems, which by 2014 has reached 10.000 installations in the Data Centre. Apart from the Data Centre, there is a strong presence of OSS among the development tools and more and more tools are available as part of a standard configuration on the desktops. The use, re-use and production of OSS became an important element of the IT landscape of the Commission and this can be seen at different domains.

Since 2000 the Strategy for use of Open Source Software in the European Commission has been renewed every around 3 years. In 2014 the time for another renewal has come. For this, we are following the framework set in the previous strategy, which is to have a few high-level objectives, in the form of easy to understand points.

Paperless Digital Data Exchange & Procurement

e-TrustEx is an open source document exchange platform. It allows EU Institutions or any public administration to exchange both natively digital and scanned documents through a secure standardised interface, instead of sending sensitive information using email, paper or CD/DVD. The platform, which has been developed by the services of the Informatics DG of the European Commission, includes mechanisms to ensure integrity, authenticity, confidentiality and non-repudiation of information.

e-TrustEx has an e-Procurement module, e-PRIOR, which can be used by EU Institutions and any public administration to exchange electronic invoices, orders and other procurement documents with their suppliers. 

The e-TrustEx platform is also used in other sectors, for instance in the context of European competition cases, whereby sensitive documents are exchanged between the European Commission and companies or in the exchange of legislative proposals between the European Commission and national parliaments.

e-TrustEx and e-PRIOR are funded by the ISA programme which supports interoperability, sharing and re-use among Public Administrations in Europe.

 

Connecting Europe Facility (CEF): Reusable “Building Block” Services

In the context of the Connecting Europe Facility (CEF) programme, the Commission has put in place a number of building block services, available to Member States or any policy DG / EU service that is building an IT solution.

The CEF building blocks are a set of highly reusable tools and services that enable cross-border communication and can be implemented, or used as a service, in any IT solution.

Creation of Online Questionnaires with EUSurvey

EUSurvey (formerly IPM) is the Commission's online survey management system used to create and conduct multilingual surveys and public consultations. It covers all steps in a survey life cycle, from the design to the launch of the survey to the analysis and publication of results.

It offers different types of questions, from simple text and multiple-choice questions to spreadsheet questions or multi-media survey elements. Results can be displayed as histograms, percentages or in full details and can be exported to different formats and published automatically on a dedicated webpage within the application. It is widely accessible and provides support for either identification or anonymity, depending on survey requirements.

Websites for the Digital Age: Digital Transformation in Public Communication

Major work is underway to radically improve how we communicate on our public websites. With over 1 million visitors per day, from Europe and beyond, we have a large and diverse customer base to serve. Our aim is to tap into the real, concrete needs of our users and to improve the provision of how we provide this information to them.
The next EUROPA IT Platform is one component of the ongoing Digital Transformation efforts. It aims to provide the Commission with a modern IT Platform that is better suited to the new era of digital communications.
The project is being led by DG COMM, DGT and DIGIT, working in partnership with all DG and Executive Agencies.
The team will give continuous user testing demos on one of their its (the team) evidence-gathering tools: The Eye Tracker. Be sure to come by and crawl into the mind of a user.

 

 

3D Printing with FabLabXL

FabLabXL: Factory of the Future is a European funded project via the Flemish government.  It aims to provide infrastructure and expertise to starters and ambitious entrepreneurs to create physical and digital (multimedia) prototypes. For the physical prototyping we invested in 3D printers, a 3D scanner, laser-cutters, milling machines and lots of electronic equipment and components. This infrastructure is housed into our fablab. Next to the fablab we builded the multimedia lab with a focus on 3D animation, mobile application development, video recording and motion capturing.
