Network of legal experts (FreSsco)

FreSsco (Free movement of workers and Social security coordination) is a network of independent experts in the fields of free movement of workers and social security coordination in the European Union. The network is funded by the European Commission. It covers the 28 EU countries as well as Iceland, Liechtenstein, Norway and Switzerland.

Reports and analytical support

The network provides the Commission with legal expertise in the areas of free movement of workers and social security coordination via reports and ad hoc analytical support.

The reports take the form of:

  • analytical reports, i.e. legal studies on specific topics, and
  • an annual comparative report, providing mapping and analysis of national legislation on a particular topic within the project's thematic scope.


Seminars and networks

FreSsco also plays a role in increasing experts’ and practitioners’ knowledge of free movement of workers and social security coordination in Europe by:

  • organising seminars,
  • sharing information and
  • building networks between stakeholders.

Around ten FreSsco seminars are organised each year throughout Europe. They are targeted at representatives of social partners and NGOs, civil servants, judges, lawyers, academics and others professionals.


FreSsco relies on a team of legal experts in each of the 32 countries covered by the project (the national experts), complemented with analytical experts with EU-wide expertise in the field.

FreSsco is coordinated by Ghent University, in partnership with the consultancy company Eftheia. It is managed by Prof. dr. Yves Jorens, who acts as Project Director, Michael Coucheir - Project Manager and Prof. dr. Grega Strban - Scientific Manager.
