Health expenditure grew faster than national income in all EU countries for most of the second half of the 20th century. However, more expenditure does not always lead to better results.
Measures of good health vary considerably even among countries that spend the same amount on health care, which suggests that some systems are more efficient than others.

By spending more efficiently, every country in the EU could improve its performance without spending more. For some, the potential to improve efficiency is particularly big .
