EU Budget beyond 2013: which expenditure and which resources?

The future scope and impact of EU policies will largely depend on the shape of the next MFF, which is now under discussion, on the basis of the European Commission's proposals submitted in June last year. Whilst the first MFF-conference held in October 2011 was devoted to exchanging views with businesses, NGOs, independent analysts and other stakeholders, the aim of this conference is to deepen the discussion between the key actors involved in the process of finalising the next financial framework and EU own resources. Hence, the European Parliament, the Danish Presidency of the Council, and the European Commission have decided to invite representatives of National Parliaments, the Committee of the Regions, the European Economic and Social Committee, and the Court of Auditors to exchange views on different aspects of the EU Budget: Resources and Expenditure. The entire conference will be web-streamed to allow for all interested parties to follow the debates.

The conference will start on Thursday morning at 9.30 with an opening session where the Presidents of the European Parliament, the Council, and the European Commission will share their views on the future of the MFF and Own Resources. Thereafter, the first working session will discuss the revenue side, and after the lunch, the second session the expenditure side of the EU Budget. The conference will conclude in the late afternoon.

Conference on the EU Financial Framework 2014-2020
20 - 21 October 2011, Brussels, Charlemagne

The future scope and impact of EU policies will largely depend on the shape of the next MFF, the details of which are now under discussion, on the basis of the European Commission's proposals submitted in June. This conference would aim to explore how the Commission's proposals resonate with other EU institutions and with the Member States. It would also promote a common reflection on the type of added value which the EU can provide and the way in which the Union's policies should be funded in the future - taking account of the current and foreseeable state of public finances across Europe and potential synergies between national budgets and the EU's own budget.

The first session, which will be open and broadcast to outside viewers, is entitled 'The Big Issues in the Next MFF'. It will be devoted to identifying the key questions in the MFF process and to highlighting and assessing the specific impact of the EU budget on activities directly affecting EU citizens. It will represent a unique opportunity for a wide variety of actors - from our towns and regions, civic bodies, NGOs and businesses, as well as independent analysts - to engage in a genuine dialogue with representatives of the European Parliament, the Council and the European Commission and of Europe's national parliaments, on the substance and the details of the next financial framework.

On-line registration is now closed. There will be the possibility to register on site the day of the conference.

Journalists can register on the spot for participation in the opening and closing session starting at 9.00 a.m. on Thursday and Friday respectively. Those accredited with the European Commission are requested to show their accreditation. Other journalists are requested to present their national press accreditation or mission letter of their editor-in-chief.
