C4T GROUNDWORK has launched a new call for technical assistance to support public authorities in implementing Cohesion Policy investments in energy, climate adaptation, water management, circular economy, and more. Applications are open until 11 April 2025.

The new call for technical assistance under Cohesion for Transitions (C4T) GROUNDWORK is now open. It provides support to EU Member States, regions and local authorities, helping them with the implementation of Cohesion Policy investments under Policy Objective 2 (PO2): ‘A greener, low-carbon transitioning towards a net zero carbon economy and resilient Europe’.
Who can apply?
Eligible applicants include managing and implementing authorities of European Regional Development Fund and Cohesion Fund programmes, as well as other public authorities involved in PO2-related investments.
What does C4T GROUNDWORK offer?
Technical assistance will focus on key thematic areas under PO2, including:
- energy efficiency – supporting enterprises, production processes and energy-efficient buildings
- renewable energy – expanding production and distribution, including renewable energy communities
- climate adaptation – strengthening disaster risk prevention and resilience
- smart energy grids – advancing energy storage and infrastructure
- water management – improving drinking water supply and wastewater treatment
- circular economy – enhancing waste management and recycling
- nature and biodiversity – protecting Natura 2000 sites, reducing pollution and enhancing nature-based solutions.
Support services include developing strategies, improving monitoring, engaging stakeholders, identifying funding opportunities, supporting call preparation, and building capacity for sustainability transitions. Check out this C4T technical assistance catalogue for inspiration.
Selected applications are expected to be launched as soon as May 2025.
