EU funds must be spent effectively and in accordance with their defined purpose. For this reason, extensive evaluation and monitoring procedures have been established through EU legislation to check that programmes using Cohesion policy funding are performing properly and delivering results that can be checked against agreed criteria.

The Commission has established a monitoring system that harnesses strict certification, control and correction mechanisms. Member States have to carry out checks and audits of projects that receive funding, and the Commission itself can make on-the-spot inspections.

The financial management rules for Cohesion policy funds require Member States to assess the implementation of programmes through an acounting function, an auditing body and a monitoring committee.

Once per year, review meetings have to be organised between the Commission and each Member State to examine the performance of all programmes. These meetings can be individual per programme or grouped and the relevant managing authorities participate. The Member States are bound to follow up issues raised during the review meeting and that affect the implementation of the concerned programmes.
