Monitoring committee

Member States are required to appoint monitoring committees to check that programmes that use Cohesion policy funding are being correctly implemented. These committees must meet at least once per year, are chaired by the relevant Member State (or managing authority) and comprise regional, local and urban authorities, economic and social partners and relevant bodies representing civil society. Each member of the monitoring committee has a vote and the Commission participates in a monitoring and advisory capacity.

A monitoring committee's key tasks include:

• assessing the effectiveness and quality of programmes,

• approving criteria for financing under each programme,

• making periodical reviews of programmes and their progress towards specific targets,

• examining the results of implementation to assess whether those targets have been met,

• where necessary, proposing revisions to programmes, including changes related to their financial management,

•assessing the implementation of communication and visibility actions.
