Just Transition Fund (JTF)

The JTF was introduced in 2020 as the first pillar of the Just Transition Mechanism in the context of the European Green Deal aiming at achieving the EU climate-neutrality by 2050. Support from the JTF addresses the social, employment, economic and environmental impacts of the transition towards the Union’s 2030 targets for energy and climate, as well as to a climate neutral economy by 2050. Unlike the other Cohesion policy funds, support from JTF concentrates on a limited number of NUTS3 regions or parts thereof. In order to qualify for the support, territories have to justify in their Territorial Just Transition Plans (TJTP) their dependence on fossil fuels or on greenhouse gas (GHG)-intensive industrial processes and the challenges they face to address the negative impacts of the transition.

In order to benefit from the Just Transition Fund, Member States must identify the territories most negatively affected by the transition to climate-neutrality by 2050 in a Territorial Just Transition Plan (TJTP).

In the TJTP, Member States provide the transition process and the challenges it creates for these territories, namely its social and economic impact, together with the necessary mitigation actions to support.
