Cohesion policy is evaluated on a partnership basis. Member States are responsible to finalise by end-June 2029 an evaluation for each programme to assess its impact while the European Commission carries out mid-term evaluation by end-2024 and a retrospective evaluation by end-2031. Evaluations on effectiveness, efficiency, relevance, coherence and Union added value are the responsibility of the Member States and have to be included in their evaluation plan. The European Commission facilitates exchanges of experiences between Member States.

Evaluations carried out by Member States have to be published on the relevant programme website.

The Commission on its side publishes the results of the retrospective evaluation on its website and communicate those results to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions.
