European Neighbourhood Instrument CBC programmes (ENI CBC) 2014-2020
There are 15 ENI CBC programmes in implementation in 2014-2020 programming period. They cover 12 land borders, one sea crossing and three sea basins, stretching from Finland and Russia in the North, to Ukraine, Georgia, and Armenia with Black Sea Basin programme in the East, to Italy, Northern Africa in South and the Turkey and Middle East with ENI Mediterranean programme.
In line with the current restrictive measures against Russia and Belarus, no further payments to Russia or Belarus will be made. The suspension has immediate effect for the nine ENI CBC programmes under implementation including Russia and Belarus.
The Commission is exploring ways how to use the budget foreseen for these programmes for helping Ukraine and its people, including the refugees.
These programmes pursue three strategic objectives:
- promoting economic and social development in border areas
- addressing common challenges (environment, public health, safety and security)
- putting in place better conditions for persons, goods and capital mobility
They are designed on the principles of the EU’s territorial cooperation model but ruled by own legal document - ENI CBC Implementing rules
The programme strategies has been built around the following themes:
- Business and SME development;
- Support to education, research, technological development and innovation;
- Promotion of local culture and preservation of historical heritage;
- Promotion of social inclusion and fight against poverty;
- Support to local and regional good governance;
- Environmental protection, and climate change mitigation and adaptation;
- Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems;
- Common challenges in the field of safety and security;
- Promotion of and cooperation on sustainable energy and energy security;
- Promotion of border management border security and mobility;
- Other areas not listed above likely to have a substantial cross-border impact (case by case justification required).
Expected results
- Strengthened sustainable economic and social development;
- Increased focus on good administrative practices and governance;
- Identification of and sustainable remedy to environmental and climate change challenges;
- Joint measures in the areas of emergency prevention and fight against crime as well as social and health issues;
- Improved mobility, border passage and border operability.
