The report is the result of the project ‘EU-Peru Cooperation on Regional Innovation Systems in the Framework of Regional Policy', which began at the end of December 2014 and finished in September 2015.

This project forms part of regional policy dialogs to share the experience and good practice of EU regional policy, and to promote further cooperation between third countries and the European Commission, regional authorities and European institutions. It was carried out in the regions of Cusco and Puno, to providetechnical assistance and specialized training by European experts to contribute to the design of public regional innovation policies, and to open up channels of cooperation between regions of Peru and Europe and between actors in the innovation system of these regions (regional governments, universities, research centers and businesses).

To this end, the project provided a number of competitive analyses of value chains in the regions of Cusco and Puno, more specifically in the coffee and camelidfabrics sectors. In addition to these assessments, the organization of visits, workshops and tutorials enabled the identification of the challenges of both chainsand possible competitive improvement mechanisms for public and private bodies.
