Performance, monitoring and evaluation of the European Regional Development Fund, the Cohesion Fund and the Just Transition Fund in 2021-2027

The Commission published Staff Working Document (2021)198 on 9 July 2021 describing the approach to performance, monitoring and evaluation of programmes funded by the European Regional Development Fund (ERDF), the Cohesion Fund (CF) and the Just Transition Fund (JTF) for the period 2021-2027. The Staff Working Document (2025)61 of 27 February 2025 is an update of the 2021 Staff Working Document. The update concerns the addition of three indicator descriptions linked to the Strategic Technologies for Europe Platform (STEP) and consequent updates to overview tables and other edits to the original indicators.

The document is intended primarily for national and regional programme authorities. It illustrates how the new rule book  provides for a systematic approach to performance and sets out the context in which the common output and result indicators in the fund regulations will be used. The descriptions of the common output and result indicators are annexed to the working document in order to guide the programmes in the use, collection and reporting of reliable performance monitoring data. The indicator targets are public here on the Cohesion Open Data platform and are regularly updated after programme amendments are adopted. This dataset contains the common indicator metadata in open data form.
