Programme description

The programme seeks to improve the region’s economy, society, and environment. Development will be promoted through innovation, the green transition and digital economy, cultural identity, enhancing local diversity, and entrepreneurship. The aim is to reduce disparities, and increase living standards and effective governance. The programme envisages using mostly grants. Support will be given to SMEs and energy efficiency initiatives and to investments that combine the principles of sustainability, aesthetics and inclusivity of the New European Bauhaus to respond to climate change. 

The programme’s investment priorities include:  

  • enhancing research and innovation, strengthening local research infrastructures, promoting cooperation between businesses and research organisations, supporting innovative start-ups, strengthening entrepreneurship and implementing environmentally friendly business processes;  
  • providing digital public services to citizens and businesses, such as digital platforms and smart city applications to address environmental, taxation, transport issues, etc; 
  • increasing the energy efficiency of public and residential buildings, reducing greenhouse gas emissions, enhancing biodiversity and green infrastructure, and developing climate-resilient urban spaces; 
  • promoting sustainable multimodal urban mobility as part of the transition to a zero-carbon economy and developing clean and non-motorised urban transport and the necessary infrastructure.

In addition, funding will support better access to quality education, increase labour market access for workers in remote areas and support integrated territorial investment in urban and non-urban areas.
