Programme description

The programme seeks to improve the economic competitiveness, social cohesion, and accessibility of the region. By addressing key bottlenecks in sectors such as transport, education, mobility, energy efficiency, and urban regeneration, EU funds will improve citizens’ quality of life, reduce socio-economic disparities, and exploit the region's competitive advantages. 

The region has significant disparities between counties and between urban and rural areas. The latter have increased over time, leading to greater income inequality and reduced access to economic opportunities. Such disparities are partly caused by poor competitiveness, due to low productivity and a high share of the population employed in agriculture. The lack of investments in transport, education, utilities, and social infrastructure are also contributing factors. 

The main investment priorities include: 

  • Enhance research and innovation, support smart specialisation, strengthen local research infrastructures, promote cooperation between businesses and research organisations, help SMEs to increase production, introduce new technologies and new sustainable production models and develop skills for the industrial transition and entrepreneurship; 
  • Provide digital public services to citizens and businesses, such as digital platforms and smart city applications for land and urban management, tourism etc.;
  • Increase the energy efficiency of public and residential buildings, reduce greenhouse gas emissions, enhance biodiversity and green infrastructure, and develop climate-resilient urban spaces; 
  • Promote sustainable multimodal urban mobility as part of the transition to a zero-carbon economy and develop clean, non-motorised urban transport and the necessary infrastructure;
  • Ensure equal access to quality and inclusive education, support the inclusion of pupils from marginalised groups and pupils with disabilities and/or special educational needs in mainstream education, training and lifelong learning by developing accessible infrastructure.
