Programme description
The programme is Romania’s main instrument to address environmental and climate challenges. It aims to ensure a green, net zero-carbon economy and resilient Europe.
This includes support for water management, circular economy, climate change mitigation and adaptation, natural disasters risk prevention and management, and the energy transition
Water management projects will focus on improving drinking water quality and wastewater treatment, and increase the population’s access to distribution networks. Investments will reduce water losses, connect the population to compliant water supply systems, provide systems for collecting and treating wastewater, and monitor water quality at national level.
A circular economy will be supported through investments in the separation of waste streams, waste recovery and treatment, and adaptation of existing waste treatment facilities.
Support for climate change mitigation and adaptation will cover:
- Development and implementation of management plans for Natura 2000 sites;
- Improving the national air quality monitoring network;
- Developing a national digitalised database of polluted sites and related remediation action plans;
- Integrated river management planning;
- Investments to reverse costal erosion;
- Maintaining ecosystem functions and strengthening their resilience to drought and desertification;
- Development extreme weather monitoring and warning infrastructure.
Energy transition-related investments will support improving energy efficiency in SMEs and large enterprises, decarbonising public heating and cooling systems and the use of renewable energy in public infrastructure.
