The European Funds for Eastern Poland 2021-2027

Programme description

The “European Funds for Eastern Poland 2021-2027” (EFEP) is the third edition of the EU instrument dedicated to supporting the least developed regions in the eastern part of Poland. The programme covers 6 regions: Lubelskie, Podkarpackie, Podlaskie, Świętokrzyskie and Warmińsko-Mazurskie and as from 2021-2027 regional Mazowieckie. These regions are among the least developed regions in the EU.

The main objective of the programme are:

  • consolidation of conditions conducive to economic competitiveness and a higher quality of life in Eastern Poland regions,
  • strengthening economic and social potential of the Eastern Poland regions,
  • continuation of trans-regional investments in the key areas which are complementary to the support available from other national and regional programmes.

The programme will focus its support on flagship projects which respond to challenges common to a group of regions and have a trans-regional impact. In this respect, the programme provides for support for:

  • entrepreneurship, including start-ups, design and automation, transformation of business models towards a Circular Economy, loans for SMEs, in particular investments in tourism sector;
  • development of smart energy networks, urban adaptation to climate change, biodiversity and sustainable urban mobility;
  • trans-regional road and rail infrastructure;
  • supra-regional tourist routes.

The programme will target SMEs, including micro enterprises, which operate or intend to operate in Eastern Poland regions; innovation hubs; energy companies; local government units, NGOs and local and regional partnerships.

The programme will in addition extend measures for protecting the environment and reducing negative climate impact, in line with the European Green Deal. The programme will support, where it is appropriate, investments that successfully combine the principles of sustainability, aesthetics and inclusion, in line with the New European Bauhaus initiative.
