Programme description
The programme is the biggest national infrastructural programme supported by the ERDF and the Cohesion Fund in the EU. It focuses on the challenges of the European Green Deal by co-financing investments that contribute to transition of Poland to a green economy. This transition encompasses sectors like energy, transport, environment, health and culture sectors.
The programme will play a crucial role for Poland on its way towards decarbonisation of the energy sector through investments in energy efficiency. Investments will cover:
- the replacement of solid fossil fuel for heating systems,
- the conversion to high efficiency cogeneration,
- the mainstreaming of renewable energy sources and energy storage,
- the development of smart electricity grids, and smart gas infrastructure for decarbonised gases.
The programme will also aim to make clean public transport more accessible and more convenient to use for all citizens. Additionally, it will continue to finance the road modernisation in order to complete the Polish network of high-speed roads.
The programme will also help the Polish cities to adapt to extreme weather events caused by climate change and to protect urban areas from risk of flooding and drought. Also, the funds will remain available for addressing challenges such as pollution by urban wastewater and access to clean drinking water. Furthermore, it will support the protection of the natural environment and contribute to the decontamination of abandoned lots that pose environmental and health risks. The programme will also boost transition of Polish enterprises into circular economy and lighten the environmental footprint of products and technological processes.
The programme will take up the challenge of transforming the Polish health sector through investments in primary and ambulatory care, as well as through the implementation of the mental healthcare reform. Both are necessary to improve the functioning of the Polish healthcare system.
Cultural infrastructure and protection of cultural heritage will also be strengthened to make the sector more sustainable, inclusive, environmentally-friendly, digitalized and overall more resilient to crisis such as COVID.
