Programme description
The Podkarpackie Voivodeship is situated in South-Eastern Poland at the border with Ukraine. The region's economy made grat progress in the last 20 years. However, the voivodeship has still the third lowest GDP per capita in Poland and is affected by negative demographic trends. The programme's goal is to strengthen the region's economic potential, by fostering the integrated and sustainable development of the Podkarpackie region. To deliver security and high quality life to the region's citizens, EU funded interventions will answer to the eight priorities of the European Funds for Podkaprackie programme.
Measures will stimulate innovation in the region by further tightening cooperation between business and science. Moreover, small businesses will receive support to create new products and technologies and, along with the public sector, will benefit from digitalisation and the development of skills that align with regional smart specialisations.
Under the priority relating to environment the, region plans to continue actions in the field of water and wastewater management as well as biodiversity protection (6,38% of the total EU funds allocation). Podkapracie plans to develop climate change adaptation projects, supporting advisory systems to foster climate neutrality. To increase energy efficiency, measures will include the refurbishment and isolation of buildings and investing in renewable energy sources.
To improve sustainable mobility, the region needs to make urban public transport more accessible and improve the standard of the road and rail network. The region equally plans investments to improve road safety and the transport system's resilience to climate change.
To improve services to the public the programme will support kindergartens, deinstitutionalised social and health services (mainly targeted at primary healthcare and ambulatory care). To increase opportunities for the workforce, the programme will invest in vocational education to increase and diversify the schools’ offer to match the market's demand. The programme will also promote sustainable tourism and culture.
Measures financed from the ESF+ will focus on activating people currently excluded from the labour market. By investing in skills development, improving employees' health and championing work flexibility, the programme commits to adapting the workforce to a rapidly changing labour market.
Preschools, especially in rural areas, will open more places to accomodate a greater number of pupils. Programmed activities will aim at increasing access to education for students with disabilities in mainstream schools by providing relevant trainings to teachers and hiring students’ assistants. Measures in the field of social policy will focus on providing tailored support to marginalised people and communities, people without homes, struggling families and youth leaving foster care.
From the ESF+, approximately EUR 98 millions will go to the implementation of the European Child Guarantee, with EUR 88 million more earmarked for the European Youth Guarantee. The ESF+ also contributes EUR 10 million to the programme for the promotion of gender equality. The ESF+ amount for skills development will amount to around EUR 38 million.
Finally, the support is also planned for areas facing adaptation and restructuring difficulties at local and regional level through the Integrated Territorial Instruments and Community-Led Local Development.
The programme will also contribute to the implementation of the EU Strategy for the Baltic Sea Region. It will focus in particular on the area of innovation, cooperation between enterprises and research organisations as well as on energy, climate change adaptation andr transport. As Podkarpackie is a border region with Ukraine and Slovakia, activities will be implemented in synergy with the planned Interreg programme Poland-Ukraine 2021-2027, Poland-Slovakia 2021-2027 and Interreg Central Europe 2021-2027.
