Programme description
The Opolskie regional Programme will provide support to several areas:
- competitive, innovative and low-carbon economy;
- prevention of natural hazards; environmental protection;
- cultural and natural heritage; sustainable transport;
- labour market;
- social integration;
- healthcare and education.
In the area of innovation, investments will aim at increasing the competitiveness and innovativeness of enterprises. Specifically, the programme will continue investments in digitization, along with support for commercialisation processes and support to increase the level of internationalisation of economic and scientific activity.
The European Regional Development Fund will invest in low-carbon economy, air protection and energy efficiency. To prevent environmental threats, EU funds will cover adaptation to climate change. Other investments will aim at reducing the waste of water and the development of blue and green infrastructure.
With the goal of transitioning smoothly to a circular economy, support will go to making the municipal waste systems more effective, combined to campaigns to raise environmental awareness.
Consistently with the goal of preserving the natural environment, the purchase of low/zero-emission rolling stock, along with the development of the necessary infrastructure, will contribute to the development of more sustainable means of transport.
To address social challenges, both the European Regional Development Fund and the European Social Fund+ will invest in education. The goal will be to increase access to pre-school education, equalise educational opportunities for students from disadvantaged families and increase participation in lifelong learning.
Projects will increase access to employment, reduce social exclusion and poverty, improve access to social services and reduce the number of children placed in institutional forms of care. An important element of support will be improving access to healthcare services, mainly by investments in primary and ambulatory care, deinstitutionalisation of long-term care and increasing the numbers of medical staff.
Finally, the Programme will contribute to revitalisation of urban centers, enabling them to create sustainable development, growth and employment (for instance by revitalisation of the degraded areas and by counteracting the negative phenomena of suburbanisation) and by creating conditions for partnership management of development.
