Programme description
The programme aims to make effective use of the region’s economic and social potential, and foster integrated, sustainable, and intelligent development of the Lubelskie voivodeship to ensure a high quality of life and security for its inhabitants.
Measures included in the European Funds for Lubelskie 2021-2027 programme are intended to increase research and development (R&D) by businesses, support R&D infrastructure, create and implement regional and supra-regional research agendas, promote digitalisation in the public sector and SMEs, and skills development.
In the area of environment and climate, the region plans to continue projects that improve water and wastewater management and protect biodiversity. Other projects will focus on environmental forecasting and warning systems, urban climate change adaptation, and advisory systems to foster climate neutrality. Conventional energy sources will be replaced with renewable solutions, mainly solar, and public entities, enterprises, and citizens will get access to advice on this topic.
The region plans investments to improve road safety and increase the safety of cyclists and pedestrians, in addition to building charging/refuelling infrastructure for zero-emission vehicles.
The programme foresees infrastructural investments in inclusive education, kindergartens and vocational education and training, de-institutionalised social and health services (mainly primary healthcare and ambulatory care), as well as sustainable tourism and culture. Measures to help the unemployed and the workforce adapt to a rapidly changing labour market will include investments in skills development, in more flexible forms of work, and in improving employee health.
New preschool places will be created, particularly in rural areas. Greater access to mainstream schools for children with disabilities will be achieved by training teachers, hiring classroom assistants and improving the quality of vocational education and training. Social policy measures will focus on providing tailored support to marginalised people and communities, homeless people, low-income families, and young people leaving foster care.
As part of an ambitious approach to the use of financial instruments, the region plans to launch a pilot for two instruments that support culture and revitalisation. Financial instruments dedicated solely to not-for-profit activities in health, transport and the labour market are intended to ensure that public funds have greater impact.
The programme contributes to the EU priorities of green growth, digitalisation, innovation, economic transformation, and mainstreaming of the New European Bauhaus principles.
