European Funds for Dolny Śląsk 2021-2027

Programme description

The main objectives of the Lower Silesian regional programme are:

  • strengthening economic and social potential of the region,
  • fostering integrated, sustainable and smart development of the Lower Silesian region,
  • ensuring high quality of life and security of its inhabitants,
  • just transition of the Walbrzych subregion. 

The programme will increase business activity in the area of research and development implementation and innovation through:

  • support for R&D infrastructure for the creation and implementation of regional, supra-regional research agendas,
  • digitalisation in public sector and small and medium-sized enterprises,
  • skills development

in line with the regional smart specialisations.

In the area of environment and climate, the programme will continue the actions in the field of wastewater management and biodiversity protection. The European Regional Development Fund will also support energy efficiency measures and the replacement of conventional energy sources with renewables, mainly solar energy.

Regarding mobility, the programme will fill gaps in the access to urban public transport and upgrade regional roads. The European Regional Development Fund will reactivate abandoned railway lines especially in the Sudety mountains.

The programme will invest in deinsitutionalised social and health services (mainly targeted at primary healthcare and ambulatory care). The measures financed from the European Social Fund + will ensure access to high-quality education for disadvantaged students from marginalized areas and those at risk of dropping out of the education system, including students in rural schools.

Other activities encompass active inclusion programmes. An important element of the support will be activities supporting the mental health of children and students. Under the specific objective c) on gender equality, the region will implement diverse actions to support women in the labour market. 

Finally, the Just Transition will mitigate the effects of the Walbrzych subregion transition toward climate neutral economy.
