Programme description
Main Objectives
The programme will foster the socioeconomic wellbeing of Malta by reinforcing its human capital, boosting skills and creating opportunities for all. The focus will be on young people, jobseekers, people with disabilities, migrants and other vulnerable groups. It will strengthen the national employment, education, health and social sectors by improving and adapting services in response to new and emerging needs, such as long-term care.
Boosting skills through quality education and training
Enhancing the quality and inclusiveness of education, training and lifelong learning are at the core of the programme activities. Strategic priorities include reducing early-school leaving and addressing skills shortages through innovative teaching methods and digital learning tools, inclusive education of vulnerable children – such as those with disabilities – and education and lifelong learning in key areas, including the green and digital transition.
Job opportunities for all
The programme will support jobseekers and create employment opportunities, with a focus on hiring incentives for vulnerable people, integrated pathways for the low-skilled and long-term unemployed, the promotion of gender equality and dedicated youth employment measures. The new Aim, Learn, Master, Achieve (ALMA) initiative for disadvantaged young people not in employment, education or training will also help their integration into the job market and society.
Services for Social Inclusion
ESF+ investments in Malta will support the social inclusion of the most vulnerable, distribution of material aid for the most deprived and social innovation. Examples include enabling services to reduce the employment gap for persons with disabilities, measures for disadvantaged children, implementing the EU Child Guarantee, and anti-discrimination measures to facilitate the integration of migrants. In addition, Malta will also invest in its health, long-term care and social protection systems by providing training to professionals, rolling out health prevention campaigns and supporting research.
Expected impact
More than 114 000 participants will benefit from the programme activities, including:
- More than 53 000 adult learning opportunities
- More than 28 000 participations in educational activities
