Programme description
The Regional Programme ERDF Lazio provides for a strong concentration of resources on the smarter and greener Europe priorities. The programme identifies five priorities:
Priority 1: Research remains key and therefore substantial investments are expected to strengthen the capacities of the regional research, innovation and technology system, with particular focus on projects involving collaboration between businesses and research organisations, the emergence and consolidation of innovative start-ups, with a continuous exchange of knowledge between academic and industrial systems. The programme aims to support the digital transition by supporting both offer and demand of digital services in some specific sectors (e.g. tourism and culture) and more generally as a key lever for business and public administration development.
Priority 2: The programme will support the transition to a low-carbon economy in all sectors and promote climate change adaptation, risk prevention and management, with several initiatives to boost investment in these sectors. For decarbonisation, it is envisaged to support innovative and experimental measures accompanied by measures to mitigate environmental risk and make the region more resilient to climate change.
Priority 3: Sustainable urban mobility is a key challenge for Lazio, a change aimed at improving the quality of life of citizens, facilitating trade in goods and people through reduced congestion and better local public transport services.
Priority 4: The tourism and culture industries in Lazio play a strategic role, given the sector’s assets and size, in particular in addressing socio-economic challenges and fostering recovery and social inclusion. In complementarity with the ESF +, activities will be promoted to increase the skills and competences of workers and innovation processes of regional enterprises and strengthening the rights to equal opportunities and social inclusion of people at greater disadvantage and at risk of poverty.
Priority 5: An element of novelty is the introduction of a specific priority dedicated to the implementation of territorial strategies in urban areas. 8 % of resources are used to promote socio-economic development in medium-sized urban areas, and some areas of Rome, with the aim of incentivising economic recovery, increasing accessibility of services and promoting an inclusive transition towards a sustainable community.
A central role in ensuring quality in the use of the resources available is assigned to the regional administrative structure, strengthening also local administrations and beneficiaries.
