RP Calabria ERDF ESF+ 2021-2027

Programme description

The Calabria ERDF ESF+ multi-fund programme supports structural investments in this key region of the South with the lowest GDP per capita of the country.

It identifies six key priorities:

1. Smart growth and competitiveness interventions aim at closing the gap with other regions in research and development. Helping enterprises adjusting to the challenges of the green and digital transition will improving competitiveness, while digitalisation will contribute to simplifying services for citizens and businesses alike.

2. Sustainability and resilience: the region intends to increase energy efficiency in buildings and the share of renewable energy consumption. It adopts an integrated approach to risk and disaster management. Furthermore, it aims at reducing water losses and ensure the correct treatment of urban wastewater. In addition and consistently with the goal of protecting and preserving the ecosystem, solid waste management also needs to become more efficient.

3. Resilience through sustainable urban mobility: investments foster a more efficient zero-emission public transport in urban areas and privilege alternative modes of transportation, like cycling.

4. Connectivity through enhancement of local and regional mobility: a regional fully electric railway system will be built and clean vehicles will be purchased to reduce air pollution. The region will also improve the security of roads in inner areas, and ensure connections between different sustainable transport modes.

5. Social development and inclusivity: the focus is on investment in infrastructure and services for the labour market, education and training, health, social and cultural sectors. By prioritising these areas of intervention, the programme aims at reducing social inequalities and territorial disparities, in accordance with sectorial mappings of regional needs. The programme promotes the synergic intervention of the ERDF and the ESF+ to promote job opportunities, favouring youth employment, education and inclusivity.

6. The implementation of integrated urban and territorial development strategies: the objective is to implement bottom-up integrated territorial strategies in urban and inner areas. Such strategies will promote social inclusion, public service provision and environmental sustainability.  This will ensure a sustainable economic development, whereas inner areas are to undergo an enhancement of local infrastructure for health and education, promotion of sustainable mobility. Furthermore, strengthening sustainable tourism and culture can benefit the economic development of the territories, while supporting innovative and sustainable scalable projects such as energy communities.

The programme also supports interventions of capacity building for the regional and municipal administrations, particularly for the implementation of green investments and smaller-scale projects in the framework of territorial strategies.
