Programme description
The Puglia ERDF-ESF+ programme contributes to the overall regional growth linking economic, social and environmental elements and it is structured around the following key investment areas:
- “Competitiveness and innovation” the programme aims at increasing productivity through measures for research and innovation, business support, better digital public services for citizens and businesses, and specific training to SMEs for the industrial transition. Among other objectives, the aim is to increase the number of patent applications and the level of employment in knowledge-intensive activities.
- “Green economy” investments aim at reinforcing the action to improve energy efficiency. This concerns public buildings, while one of the goals will be the increase of energy production from renewable sources, and the use of smart grids. The programme will also contribute to reducing water losses, as they are currently significant, and to improving waste management services, by reducing the use of landfills. Finally some actions are foreseen to modernise the hydrogeological risk prevention and to encourage the use of nature-based solutions.
- “Sustainable urban mobility and improved regional transport connections” these two priorities will be carried out through the purchase of zero-emission vehicles, digital solutions, infrastructures for public sustainable transports, such as Bus Rapid Transport systems and electrified regional railways.
- “Employment, education and training”, the programme aims at increasing income and employment levels. To achieve this interventions will combine the promotion of new quality jobs with the support to the competitiveness of the production base. Furthermore, the programme aims at mainstreaming the uptake of digital economy solutions, while encouraging the return of young people to the region and stemming the current outbound migratory flow. Finally, it focuses on developing digital and green skills that can enable businesses to better respond to a fast moving economic and technological environment.
- “Improving the living conditions and inclusivity”, the programme promotes the active participation of young people, women, migrants, and people at risk of social exclusion. It empowers them through participation in sustainable development processes and innovation. This improves the living, working, health and well-being conditions of all citizens, combating all forms of violence and discrimination. In this context, particular attention is paid to women, minors with disabilities, the LGTBQ+ community and student migrants.
