Programme description
The programme will target the specific needs of certain local and regional areas, contributing to a balanced territorial development for Croatia.
Therefore, it will focus on four priorities:
- strengthening the regional economy through the industrial transition process of the regions of the Adriatic, Northern, and Pannonian Croatia, which are the regions below EU's average in terms of economic development
- development of smart and sustainable cities and surrounding areas
- development of smart and sustainable islands
- mitigating the potential negative social, economic and environmental effects of the transition to clean energy in areas with highest emissions of greenhouse gasses (Istria and Sisak-Moslavina counties)
In order to develop cities and strengthen their role as drivers of regional growth, the programme will support integrated projects in 22 cities: Bjelovar, Dubrovnik, Čakovec, Gospić, Karlovac, Koprivnica, Krapina, Osijek, Pazin, Požega, Pula, Rijeka, Sisak, Slavonski Brod, Split, Šibenik, Virovitica, Varaždin, Vinkovci, Vukovar, Zadar, and Zagreb.
Additionally, investments to support the development of smart and sustainable islands will focus on the green transition, upgrading public and business infrastructure, while driving the revitalisation of cultural heritage.
Through the Just Transition Fund (JTF), investments will support new technologies, create new jobs for technical professions, and improve links between businesses and educational institutions. In addition, the JTF will support re-skilling and up-skilling activities and increase the supply of non-formal education to ensure that the skills of the workforce are in line with the new sectoral and regional needs of Sisak-Moslavina and Istria counties.
